Introduction:

The City of Eagle, Idaho, (“City”) hereby solicit qualifications for professional engineering and construction services for the design and construction of the Eagle Shooting Sports Park (“Park”). This procedure provides an orderly process of: 1. Solicitation of qualified parties. 2. Evaluation and ranking of qualifications. 3. Establishment of a ranked list of Respondents. 4. Negotiation of scope of services and fees. Proposals must be submitted electronically to https://lf.cityofeagle.org/Forms/RFQ-Eagle-Public-Shooting-Sports-Park no later than 5:00 p.m. (MST) January 13, 2023. Proposals received after the designated submittal deadline will not be considered.

Purpose:

As part of planning efforts in the Eagle Foothills the City has received numerous complaints about shooting within the Eagle Foothills north of Homer Road. Shooting is occurring both on public and private lands and is often ad-hoc with limited safe-guards or safe shooting practices including, but not limited to, the provision of backstops, clear zones, or understanding of direction (shooting toward public roads and private residence). To that end, through a land donation, the City has the opportunity to develop a structured public shooting sports park that will significantly increase the health safety and welfare of the general public and increase private property protection while providing a safe and properly managed public shooting sports park that benefits the whole community. The goal of this RFQ is to select a qualified professional(s) or firm(s) to design-build the Eagle Shooting Sports Park. The intent of park is to provide a safe, supervised, public shooting range that complies with local, state, and federal requirements utilizing the information developed through the initial site evaluations (environmental and cultural study, Transportation Study, and Noise Study) complete in the Spring/Summer of 2022. The City is seeking a partner that is engaged in the Eagle Community and a design that provides the public a safe and controlled location for shooting sports.

Submittal Guidelines:

Provide an electronic copy of all the requested information. Limit your response (including attachments) to not more than twenty-five (25) total pages. The City may choose to select from submissions or to schedule oral interviews with the top ranked Respondents. Respondents are responsible for submitting their statement of qualifications to the appropriate location at or prior to the time indicated in the specifications. No qualifications will be accepted after the designated time or date indicated in the qualification specifications. No exceptions.
