GAOA West Zone Campground Reconstruction



Payette National Forest, Council Ranger District



DESCRIPTION OF WORK



The Payette National Forest intends to issue a solicitation to reconstruct 3 campgrounds on the Council Ranger District. Work includes constructing new road entrances, reconditioning roads and parking spots, aggregate placement, cattleguard installation, toilet building installation, horse corral installation, kiosk installation, replacing culverts, furnishing and installing picnic tables and fire rings, fence construction, and water well replacement.”



This is not a solicitation and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on this site visit nor does it intend to pay for any costs incurred in response to this announcement. The intent of this notice is to ensure that prospective vendors may see the areas prior to heavy snowfall and issuing the solicitation. This solicitation should be issued in February or March 2023



Contract Time:



The work anticipated under any contract resulting from this solicitation estimated start date May 1, 2023-October 13, 2023. The work anticipated under any contract resulting from the solicitation will be started as soon as conditions on the ground are suitable for the prosecution of the work next spring (estimate late May start date)



Site Visit Information:



A site visit of the campgrounds will meet at the Council Ranger Station (2092 HWY 95, Council, ID 83612) at 9:00am on October 25th, 2022 and proceed to the campgrounds. Those participating in the site visit must furnish their own transportation and may wish to bring a lunch as the visits will take about 5-6 hours to complete. Please inform the COR if you plan to attend by calling Paul McCloskey at 928-814-2771, or sending an email to paul.mccloskey@usda.gov , by noon of the day before the site visit.



The function of the Forest Service site visit is to show the on-the-ground location of the work areas, boundaries and other in-place markers, and the routes of travel that may be utilized in going to and from the work areas.



Directions from Council Ranger Station to Cabin Creek and Horse Cabin Flats (44.660181, -116.274512) (~36 minutes):




  • Head south on Highway 95 for 6.1 miles

  • Turn left onto forest road 186 and continue for 11.1 miles



Directions from Council Ranger Station to Huckleberry Campground (45.085405, -116.615396) (~57 minutes):




  • Head south on Highway 95 for 0.4 miles

  • Turn right on Industrial Ave and continue for 0.5 miles

  • Turn left on Hornet Creek Road and continue for 0.6 miles

  • Turn right on Council-Cuprum Highway and continue straight for 29 miles to Bear, ID.

  • Continue straight for 4.5 miles, the road becomes forest road 105

  • Turn right onto forest road 110 and continue for 1 mile





The magnitude of proposed project is between $500,000 and $1,000,000.



Project drawings will be provided as attachments to the Request for Proposal (RFP).



The complete solicitation package will be attached and made available only through SAM.gov, https://sam.gov/content/home on or before February or March 2023



Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov. Contractors will be solely responsible for obtaining amendments from this site to update files.



This requirement is being solicited as a Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.1405, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation.



All prospective contractors must be registered in the System for Award Management (SAM) database at http:www.sam/gov/ before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration.
