Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.

This notice is a market research tool used for planning purpose only to determine the availability and capability of small business sources prior to issuance of an RFQ. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business firms capable of providing this requirement.

This requirement is for the rental of four Semi-trailer Tractors (Truck-Tractor), which will be operated by Government personnel, or their authorized representatives, to pull Government-owned fish tanker trailers (3,500 gallons water capacity) for the Dworshak National Fish Hatchery’s Juvenile Fish Outplanting program and the U.S. Army Corps of Engineers’ Juvenile Fish Transportation program.

The Government will use the Truck-Tractors to transport juvenile fish to release sites along the Clearwater River and its tributaries in North Central Idaho in the spring of each year. Optionally, one Truck-Tractor will be retained and used to transport juvenile fish to release sites on the Snake River and Columbia River and their tributaries from Lower Granite Dam to Bonneville Dam, and may at any time be assigned for use at Dworshak, Lower Granite, Little Goose, Lower Monumental, or McNary Dams in Idaho, Washington, and Oregon.

The Contractor shall be the owner of the Truck-Tractors to be rented to the Government and shall be in the regular business of renting such equipment to the general public and others. The Government must be named as the renting party on all rental agreements.

All interested and capable contractors are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals.

The North American Industry Classification System (NAICS) code for this project will be 532490 and the associated small business size standard is $32.5M.
