Description of Work- The Black Helicopter Stewardship IRSC shall be awarded under Stewardship Authority authorized by Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs.
The objectives of this project are to reduce wildland fire threat to the Wall Creek Municipal watershed, to the towns of Clearwater and Harpster, and dispersed homes and structures in the wildland urban interface by accomplishing the following:
- Thin from below in ponderosa pine, Douglas fir and mixed conifer stands.
- Helicopter yard merchantable timber to landings to be removed from contract area.
Resulting Contract – Any resultant contract will be a commercial services contract with requirements for timber removal.
Project Location- Township 30 North; Range 4 East; Sections 16, 17,20, 21, 29, 30 and 33, Boise Meridian. Approximately 8 miles East of Grangeville, Idaho. See Contract Area Map provided as an attachment to the solcitation.
Period of Performance: all work shall be completed by 10/31/2026.
Key technical specifications: 1) helicopter yarding is required, 2 )whole tree yarding is required, 3) species, diameter and spacing will the the primary designation method for cut and leave trees across the sale, and 4) minimum sawlog specifications will be 7" DBH with an 8 foot piece size. Total estimated timber volume and species composition if all Mandatory and Optional Units are awarded: 32,178 tons (GF - 1,464 tons, DF - 25,033 tons and PP - 5,682 tons).
A site visit was held on November 1, 2022. The attendance list and meeting notes have been included in the solicitation as an attachment. No additional in-person site visits or meetings are planned.
The contract will be awarded on a best value basis; therefore, technical proposals are required. All documents necessary to prepare quotes have been supplied within this notice. In order to be eligible for award, contractors must be have active profiles in sam.gov. Contact your local Procurement Technical Assistance Center for help registering. This assistance is free.

The solicitation was amended on 2/13/2023 to replace the Forestry Services Wage Determination (Attachment 9) with a new revision dated 2/10/2023. Respondents shall acknowledge receipt of this amendment with the quote submitted. The deadline for receipt of quotes is not extended.
