Solicitation Amendment




  • This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

  • This solicitation is issued as a Request for Quotation.

  • The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

  • This procurement is a 100% small business set aside. The NAICS code is 811310 and the Small Business Size Standard is $12.5 Million.



The Interagency Natural Resource Center (INRC) Coeur d’Alene Interagency Dispatch Center (CDC) has a new building located at 3260 W Nursery Road, Coeur d’Alene Idaho 83815. The water heater, which is relatively new, has failed. The water heater is a Lochinvar SNA201-100. A diagnosis of the system has determined that the heat exchanger unit part number (Lochinvar Part # 100276591) failed due to particle / scaling. The Forest Service needs the water heater repaired, so it is fully functional. Additionally, the Forest Service is looking to install a water filter, and a water softener to prevent future issues with the water heater. The Forest Service is looking to install an additional water filter and water softener on a similar water heater located at the INRC (next door) at the following address: 3232 W Nursery Road, Coeur d’Alene Idaho 83815.



Contractor Requirements





3.0 Technical Requirements / Tasks





3.1 Repair water heater –

The water heater must be returned to a fully functional, operational state. The water heater is a Lochinvar SNA201-100. The year of manufacture is 2018.





3.2 Install water softener

Install (2) water softener that meets or exceeds the water heaters manufacturer’s standards/specifications which shall be installed on the main domestic hot water supply. The entire system shall function to mitigate the build-up of mineral deposits and solids in the water heater.



The above systems will be installed at the following locations:

• Supervisory Office: 3232 W Nursery Road, Coeur d’Alene Idaho 83815.

• Coeur d’Alene Interagency Dispatch Center (CDC): 3260 W Nursery Road, Coeur d’Alene Idaho 83815.





3.3 Install water filter

Install (2) water filters on the main water supply. The filtration system must be designed to remove solids and foreign material from the domestic water supply before entering the water treatment system.



The above systems will be installed at the following locations:

• Supervisory Office: 3232 W Nursery Road, Coeur d’Alene Idaho 83815.

• Coeur d’Alene Interagency Dispatch Center (CDC): 3260 W Nursery Road, Coeur d’Alene Idaho 83815.

Shall be easily accessible for routine maintenance and within 10 feet upstream of domestic water heaters.

Shall be serviceable. Strainer/filters must be positioned for ease of maintenance.

Shall have isolation valves installed on upstream and downstream sides of the filtration system, with at least one union installed between the isolation valves for convenient unit replacement.

As-built plans shall be provided within 10 business days after completion of the project.

Operations and maintenance instructions with illustrations, preventative maintenance schedule, specifications, and a parts list shall be provided upon completion of the project.

Five of each type of replacement filter per filter unit shall be provided upon completion of the project.





3.4 Provide water quality analysis

Water samples shall be collected from the water heater outlet and submitted to an independent laboratory for testing. The water shall be tested for at a minimum chloride, hardness, PH, and TDS.

The water shall be tested quarterly for 18 months, resulting in (6) quarterly tests.



Offerors must have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/

Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.

a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:

i) Past Performance – provide a list of (3) similar projects completed by your firm over the past year. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor.



ii) Technical Solution – Provide a list of equipment that will be installed for the project, including the filter system, and the water softening system, and provide a summary of how the water heater will be fixed.

b) Price Proposal – Include the following: 1) the completed Schedule of Items from Section B of this solicitation, 2) the start date, highlighting when the work can start with an estimated completion time, and 3) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).

c) Representations and Certifications – Fill in the check boxes for provisions 52.204-24, and 52.212-3 found in Section x of this solicitation and include a copy with your offer.
