Description

The Federal Aviation Administration (FAA) has a requirement for new Airport Traffic Control Towers (ATCT) at multiple locations in the Western Service Area under the Bipartisan Infrastructure Law (BIL). A new ATCT at Pocatello, ID (PIH) will be the Seed Project. Other locations may include the following: Ogden, Utah; Pueblo, Colorado; Salem, Oregon; Modesto, California; and El Monte, California. The delivery method is Design Build (DB) utilizing Best Value.



Review all attachments pertaining to this solicitation prior to submitting a proposal. Please note the FAR references cited in SAM are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).



This SIR/RFP is being posted in accordance with Federal Aviation Administration (FAA) AcquisitioManagement Policy, Section 3.2.1.3.11 Public Announcements. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR.



All questions must be submitted in writing to the Contracting Officer, Katherine Fogle at katherine.fogle@faa.gov, no later than June 9, 2023.



Proposals must be received in the inbox of Katie Fogle at Katherine.fogle@faa.gov no later than 17:00 PD on June 19, 2023. Offeror must request receipt for submission if so desired. All Amendments issued, if any, must be signed and submitted with the Offeror’s submission. Offerors are cautioned that proposals may take significant time to process electronically before reaching the inbox. Delays in transmission will not excuse a late delivery.



Any proposal received after 17:00 PD on June 19, 2023 will be considered non-responsive and deemed ineligible for award.





To be considered for award of this requirement, the offeror must have a current/valid registration in the System for Award Management (SAM) database website: www.sam.gov.





To be eligible for award, Offerors must submit a proposal that is in accordance with Section L and Section M of this SIR.
