INTRODUCTION



Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to support the Design, Manufacture, and Testing of a Laboratory 2-high/4-high combination Hot Reversing Rolling Mill.



REQUEST



BEA is seeking qualified firms to compete for the design, fabrication and assembly, testing, packaging, and shipment of a 2-high/4-high combination Hot Reversing Rolling Mill to Materials & Fuels Complex (MFC) at the INL.



Qualifications include:




  • Experience with the design, fabrication, assembly, and testing of 2-high/4-high combination Hot Reversing Rolling Mills.

    • Max Separating Force: 150,000 lbs. at 100 feet/minute

    • 2-High Work Roll/4-High Back-up Roll Dimensions: 6.250” Diameter x 8” Face Width

    • 4-High Roll Dimensions: 1.250” Diameter x 8” Face Width

    • Roll Material: H-13 Alloy Steel suitable for hot rolling

    • Screwdown Type: Electro-Mechanical Dual Servo Motors

    • Mill Drive Motor: 0/50 HP at 0/1750 RPM

    • Mill Speed: Variable up to 40 feet/minute



  • Material to be rolled: Uranium

  • Material Temperature 800⁰C

  • Estimated Tensile Strength 55,000 PSI

  • Starting Material Width 4”

  • Starting Thickness 2Hi .330”

  • Finish Thickness 2Hi .062”

  • Estimated Maximum Reduction: .100” based on 55,000 PSI material 4” wide

  • Starting Thickness 4Hi: .030”

  • Finish Thickness 4Hi: .007”



As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that may require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. Based on the responses to this EOI, BEA will determine the source selection process.



Successful provider must be on the INL Qualified Suppliers List (QSL) for Quality Level 3 equipment or be able to successfully be added to the QSL based on their firm’s quality program system.



WORK DESCRIPTION




  • Provide a 2Hi/4Hi Combination Laboratory Rolling Mill

    • The 2-high rolls will be driven and will act as back-up rolls and drive the work rolls through friction contact in the 4Hi condition.

    • Equipped with one pair of H-13 Alloy Steel Back Up Rolls 6-1/4” Diameter x 8” Face Width and one pair of H-13 Alloy Steel Work Rolls 1-1/4” Diameter x 8” Face Width. The rolls are to be precision ground throughout.

    • Provide a built-in sliding carriage, manually operated to remove the roll assemblies from inside the housings, to facilitate roll changing.

    • The rolls would be mounted in precision roller bearings, supporting a maximum separating, or rolling force of 150,000 pounds at 100 FPM maintaining a maximum run out of 0.0003”. Relative position is digitally displayed on the operator HMI.

    • Interlocked guards are provided over the universal drive shafts and the mill drive components.

    • A running in/out table should be positioned at the inlet/exit side of the mill mounted from the mill housings.

    • Safety guards electrically interlocked on the mill housings to prevent the mill from running if one of the guards is open.






  • 2-High Rolls equipped with internal cartridge heaters and slip rings to heat the roll bodies. A pyrometer should be provided for closed loop temperature control of the rolls. Maximum surface temperature from these heaters must be ≥200° C and controlled from the operators HMI.




  • Site visit to vendor for factory acceptance testing and training to INL personnel prior to shipping




  • NRTL Certification

    • Vendor shall provide a certification by an OSHA approved National Recognized Testing Laboratory (NRTL) for the system prior to shipping the goods to buyer. The system shall be affixed with an NRTL certification label.

    • Equipment shall be designed for a single point connection to the facility power system (Voltage: 480V 3-phase 60Hz)

    • Control system voltage shall be less than 50V and shall be derived from the 480V supply with the use of control power transformer(s) and/or power supply(s). If possible, control system enclosures should be separated from power system enclosures to allow access within control system enclosures without being exposed to hazardous energy (>50V).

    • Industrial control panel(s) shall comply with the requirements UL508A and NFPA70 Article 409. Minimum short circuit current rating (SCCR): 18kA. Control panels shall be designed and constructed to be finger safe (IP2x) as defined by IEC-60529.

    • Electric equipment shall be de-rated for operation at 5000’ elevation.






  • The rolling mill must fit within a pre-determined lab space, restricted by 8 foot high ceiling and roughly 10’ x 4’ equipment footprint (excluding clearance and workspace requirements). Equipment must be fit through a 7’ H x 6’W door frame with only minor component adjustments.

DESIGN REQUIREMENTS




  1. Performance:



The equipment shall be assembled and inspected prior to shipment. The Manufacturer shall be responsible for performance of all inspection requirements as specified herein. The Manufacturer shall demonstrate all modes of machine operation.



SUBMITTAL



Interested firms are requested to provide expressions of interest to the undersigned by close-of business on 07/07/2023. Included must be sufficient written information confirming the responder’s qualifications that addresses each of the following criteria:




  • Experience with design and manufacturing of 2-high/4-high combination Hot Reversing Rolling Mills.

  • Experience with the design and manufacture of equipment for Department of Energy (DOE) laboratories.

  • Capability to meet applicable safety, regulatory and code compliance.



Note that responses must be no more than 20 pages in length. Only potentially qualified offerors, as determined by BEA, will receive the RFP for the project.
