This is a SOURCES SOUGHT SYNOPSIS announcement; a market survey for information only, to be used for preliminary planning purposes of an upcoming requirement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.





The 366ᵗʰ Financial Acquistion Squadron (366 FAS) at Mountain Home Air Force Base in Elmore County, Idaho has a requirement to solicit for and award a project to demolish, replace, and repair the roof of the Munitions (MUNS) Earth-Covered Magazine (ECM) Storage Facility (FAC) 3003, and optional FAC 3010, 3004, and 3006. The proposed project will be a competitive, design-build, firm-fixed price contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The Government intends to set-aside this project for small businesses only. Further set-aside restrictions may be placed depending on the capabilities of the responses to this sources sought synopsis.





The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of of the Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors.





Project Scope:



The Government is seeking qualified, experienced sources capable of demolishing, replacing, and repairing the roof of the MUNS ECM Storage FAC 3003, and optional FAC 3010, 3004, and 3006 at Mountain Home AFB, Idaho. This project encompasses the removal, replacement and/or repair of the roof of a Gunite-coated Earth-Covered Magazine (ECM), its Lighting Protection System (LPS), and its footing drain system in accordance with the Statement of Work (SOW).



The proposed requirements for the ECM include:



• Removal and replacement of the trenched pipe drainage system;



• Removal, and installation of a new roof waterproofing membrane system over the concrete structure;



• Design and construction of a new lightning protection system;



• Removal and reuse of existing cover soil materials and additional, imported soil materials;



• Replacement of the existing Gunite-coating on the ECM with a Geocell confinement system infilled with 4-inch thick, clean, uniformly graded, angular, crushed rock.





In accordance with FAR Part 36.204, the construction magnitude is between $1,000,000 and $5,000,000.





The Estimated duration of the project is 265 calendar days per facility.





The North American Industry Classification System code for this procurement is 236210 which has a small business size standard of $45 Million.





The Product Supply Code (PSC) is Z2JZ.





Prior Government contract work is not required for submitting a response under this source sought synopsis. However, all construction performance must be in compliance with all Federal, State and local laws, ordinances, codes and/or regulations.





The type of solicitation to be issued will be a Two-Step IFB. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated solicitation issuance date is on or about 15 March 2024, and the estimated proposal due date will be on or about 15 April 2024. The official solicitation will be issued via SAM.GOV website at https://sam.gov. All responsible sources may submit a bid which shall be considered by the contracting authority.





Firm’s response to this Sources Sought Synopsis shall be limited to 3 pages and shall include the following information:




  • Firm's name, address, point of contact, phone number, and e-mail address.

  • Firm's interest in bidding on the MUNS ECM Roofing Project at Mountain Home AFB, Idaho (as described in the project scope above).

  • Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project.

  • Firm's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones [HUBZone], Service- Disabled Veteran Owned Small Business [SDVOSB]).
