Description

Construction for the Water Treatment Plant and Pump Station located at Mountain Home Air Force Base, Idaho.



FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below.



The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from Request for Proposal (RFP) W912DW-23-R-0010. This requirement is to design and construct a treatment plant for processing surface water to drinking water standards located at Mountain Home Air Force Base, Idaho.



This Request for Proposal (RFP) is available to all business firms with active SAM registration under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction.



In accordance with DFARS 236.204, construction magnitude is estimated to be in the range of $25,000,000 to $100,000,000. 100 percent payment and performance bonds will be required.



The design and construction of a treatment plant for processing surface water to drinking water standards, including connections to existing distribution systems. Construction will consist of:




  • reinforced concrete foundations, structural steel framing, metal cladding curtain walls, and standing seam metal roofs.

  • Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01,

  • General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements.

  • The new pumping station is required to distribute the treated water through the existing base water distribution system to provide potable water for a population of 5,200 people consisting of military, civilians, and family members located at Mountain Home Air Force Base (MHAFB), Idaho.



Proposal Evaluation: The solicitation will be a Two-Phase Design Build competitive acquisition in accordance with procedures outlined in Federal Acquisition Regulation (FAR)Subpart 36.2 entitled, “Two-Phase Design Build Selection Procedures.” The government will first solicit proposals for Phase One. Firms that wish to be considered may provide technical qualifications in accordance with the instructions in the solicitation. Submittals will be evaluated utilizing the processes defined in FAR36.303-1. After evaluating Phase One proposals, the Contracting Officer will select the most highly qualified offerors. Those firms will move to Phase Two of the process for additional evaluation based on information and criteria in the official solicitation document. All evaluation factors that may affect the contract award and their relative importance will be clearly stated in the solicitation.
