Description

Description of Work. The contractor shall provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and all other items and services necessary to perform vegetation control, post-wildland fire site preparation, to include seeding, herbicide application, and mowing services at Mountain Home AFB (MHAFB), Range Complexes. All work shall be accomplished in accordance with this Performance Work Statement (PWS), specifications, all applicable federal, state, local laws, regulations, and commercial practices. The contractor shall also ensure all work is performed in accordance with the approval of the MHAFB Entomologist, Bureau of Land Management (BLM), and applicable Idaho State laws as required.

1.2. Contract Changes/Additional Work. At future dates, the government reserves the right to incorporate, add, remove, and/or modify quantities of work within the scope of this requirement. At times, due to the nature of work, it may be necessary to modify this requirement on an as- needed basis. Additionally, there may be a need for ‘one-time’ requirements or special sub- contracting opportunities in order to fulfill the requirement needs. Any future changes to this requirement will be negotiated and incorporated in the contact via contract modification, whether by negotiation, or based on priced line items currently incorporated within the contract.

1.3. ORDERING. All work performed under this contract will be ordered on an as-needed basis, based on this PWS for the items identified on the contract attached price list, estimated quantities, and unit pricing. The quantities represent the estimated quantities based on historical workload data.

1.4. Initial Training Requirements. The contractor and all employees performing work under this requirement require the following one-time training: 1) Natural & Cultural Resources Training (0.5 hrs), and 2) Explosive Ordnance Disposal (EOD) Briefing (0.5 hrs). After contract award, the contractor shall coordinate training with the Contracting Officer’s Representative (COR). The contractor shall also ensure that new employees at future times receive the required training prior to performing work on this requirement.

1.5. Certification. The contractor shall obtain a valid State of Idaho Pesticide Applicator’s License prior to performance. A copy of the license shall be submitted to the COR. The contractor shall be responsible for maintaining a current license in accordance with state law. Only licensed personnel shall mix or apply herbicide.

1.6. Pesticide Use Proposal (PUP): The contractor shall provide a list of herbicides/chemicals intended for use under this requirement for approval, prior to performance, to the COR. All herbicides must be in compliance with/ and approved by the MHAFB ACC Entomologist and the Bureau of Land Management (BLM) prior to use. The contractor shall submit the PUP to the COR, who will ensure all required approvals are conducted, and shall notify the contractor of approval or required changes. An approved/recommended listing of current herbicides and chemicals, and an example PUP will be provided to the contractor.
