Description

Background: The Owl Salvage Stewardship IRSC shall be awarded under the following authority.



Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.



**Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.



Note: the project title describes this as a “Salvage” project; this is true in that the Forest is trying to capture the value of burned timber before it deteriorates while restoring forest health. However, it is not a “Salvage” timber sale in the traditional sense and no Salvage Sale Funds are collected.



The objectives of this project are to restore forest health while reducing hazardous fuels and the future risk of high severity wildfire. These objectives shall be met by accomplishing the following work.




  1. Mandatory: cut and remove included timber from mixed conifer stands and perform commensurate road maintenance on the haul roads. (Contract Item 1 (unpriced), Units 1-3, 118 acres, estimated volume: 7,975 tons Sawlogs and 213 tons Cedar Product).

  2. Mandatory: improve watershed condition through performance of road reconstruction. (Contract Items 2-6, Roads 246, 680 6050 and 6050-A, 17.95 total miles).

  3. Optional: fall roadside hazardous fuels within the project area, 100 feet on the uphill side of Forest Service Road 246 for 3 miles. (Contract Item 7).

  4. Optional: cut remove product per Timber Subject to Agreement (Contract Item 8, Unit 4, 25 acres, estimated volume: 1,690 tons Sawlogs and 64 tons Cedar Product).



Resulting Contract – Any resultant contract will be a commercial services contract with requirements for timber removal.



Project Location – The project area is located on the North Fork Ranger District, Nez Perce-Clearwater National Forests northeast of Pierce, Idaho in Clearwater County (T 40 N, R 7 E, Sections 12, 13 and T 40 N, R 8 E, Section 18; Boise Meridian, Clearwater County, Idaho).



Access to the project is by Forest Service Road (FSR) 246. From U.S. Highway 12, head north on State Highway 11 at Greer Junction. Travel north on State Highway 11 to Pierce, ID and continue to Headquarters, ID. Here the State Highway ends and the road splits into FSR 246 and 246. Turn right onto FSR 245 and travel for 19.8 miles to the bottom of the project area where FSR 246 junctions with Road 680. There are multiple ways to reach the project area with access vis FSR 247 and Road 680 being other options. Please note that the 6050 road is gated. Access to this road is best accomplished during the organized site visit. See maps provided within attachments to the solicitation.



Offers are required for Mandatory Items 2-6 and Optional Item 7 along with offer prices for the timber value associated with Item 1. Providing an offer for Optional Item 8 and corresponding offer price for timber subject to agreement is not required but is encouraged as the goal is to remove as much hazardous fuel from the landscape as possible.





Mandatory Items 2-6 shall be completed by 10/15/2024. Mandatory Item 1 and Optional Items 7 and/or 8 (if awarded) shall be completed by 10/15/2025.



The estimated price range for Construction Items 2-6 is between $250,000-$500,000. Bid bonds are required from all offerors in an amount equal to 20% of the total value offered for Items 2-6. Payment and Performance bonds shall be required from the awardee for 100% of the awarded value of Items 2-6.



A site visit shall be held on Tuesday, August 15, 2023 at 9:00 am. Prospective contractors may meet with Forest officials, visit the site of work, and ask questions/provide feedback regarding contractual requirements. Participants shall meet in Headquarters, ID within the large parking area directly to the right of the stop sign. Complete details are provided in the solicitation within Provision 57 on page 55.
