I. INTRODUCTION



Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to perform the work necessary to remove old roofing and re-install new roofing on multiple buildings at the Materials & Fuels Complex (MFC) on the INL.



II. PROCESS



BEA is seeking qualified firms to compete for the award of construction subcontract(s) in support of the Inflation Reduction Act (IRA) funded roofing projects. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed technical and price proposals be provided for evaluation and ranking under a source selection process. Based on responses to this EOI, BEA will determine the source selection process. At this time a low-cost, technically capable award process is envisioned. Wherein, prices of technically sound proposals will be used to determine the selected offeror. The contract type for construction of the roofing projects will be firm-fixed price.



Interested firms are advised that the first release of an estimated seven (7) RFP’s is anticipated in the 1st quarter of calendar year 2023. Authorization to start construction is anticipated, following proposal evaluation, to be granted in the 2nd quarter of 2023. Remaining RFP packages are anticipated to be released over the following three (3) years. Subject to federal appropriations, at construction authorization the project anticipates funding to support mobilization, site work, and long-lead procurements. The RFP’s will establish an anticipated funding level upon which bidders may base their execution approach.



All construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements (available at https://sitelaborcoordinator.com/public-agreements/); both agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA.



III. FACILITY DESCRIPTION



The buildings with their connected roofs are as follows: MFC 709 Safety equipment building, MFC 765 Fuel Conditioning Facility, MFC 774 Electron Microscopy Laboratory, MFC 784 Advanced Fuels Facility, MFC 785 Hot Fuel Examination Facility, MFC 787 Fuels and Applied Science Building, and MFC 794 Experimental Fuels Facility.



IV. SUBMITTAL



Interested firms are requested to provide expressions of interest (via email) to the undersigned by close-of business on December 20th, 2022. Included must be sufficient written information confirming the responder’s qualifications that addresses each of the following criteria:



• Financial and bonding capacity



• Safety record (provided Experience Modification Rates and OSHA 300 logs / 300A summaries for each of the previous 3 years)



• Demonstrated experience and expertise with roofing projects of similar type within the previous 5 years



• Demonstrated experience contracting with Government agency



• Agreement to become signatory to the INL Site Stabilization Agreement



Note that responses must be no more than twenty (20) pages in length. Only potentially qualified offerors, as determined by BEA, will receive the RFP(s) for the above listed projects.
